Not sure how the rumor got started, but it is just that, a rumor. Maybe it had to do with the fact that the show was about the war, injuries and the like.
I am not sure if he was actually missing a finger, but his hand is deformed. If you watch closely you will notice that Radar is always holding something (usually his clipboard) or hiding the hand in his pocket.
