Is it safe to cook a frozen chicken in a crockpot or a slow-cooker?

No, this is not safe. The chicken will thaw slowly and then remain at temperatures between freezing and boiling for hours until it begins to actually cook. This results in a literal bacterial-friendly brew.

Bacteria multiplies in food at temperatures between 40 and 140F. Pasteurization is done at about 160F. Crockpots cook at about a minimum temperature of 160F, and up to 200F on high. Cooking frozen chicken in a crockpot is quite reasonably safe; I have done it before with no problems. It quickly thaws in a crockpot in any case.

Yes, it is safe. Just remember that it will take longer to cook because the meat is frozen -- anywhere from 2 to 6 hours longer.

It is safe to cook a chicken in the crock pot following the same rules as cooking them any other way. Make sure they are absolutely totally done before serving.
