It is as safe as buying anything on eBay. Start by checking for some basic facts like if it is new or used, whether it comes with warranty or not. If used, the pictures can provide you some clues on its condition. For new, original packing is a plus. Also check the seller's rating based on past transactions.

First you should see if the phone is locked to any operator. It might be costly to have it opened and it will also void the warranty. Second you should check that the seller has positive feedback from previous transactions. Also check if there is mention on warranty.

If I were you, I would not buy a cell phone from eBay. The prices are usually good, but you never know why they are being sold for such a good price. The phones could be defective, stolen, or not described accurately by the seller, and you would be stuck with the phone.

Well you should be cautious when buying from sites like eBay. Most of the products are used and usually don't have a warranty. Picture can't tell you how good of shape the internal of the phone are so buy at your own risk.
