Yes it is. Most IM programs like AOL, MSN and Hot-chat have the ability to transmit text from your computer directly to a friends phone. Of course such transactions will still cost your pal the normal fees asscoicated with his phone plan.

Depending on your carrier, you may be able to send a text message via the internet. Just go to the carrier's website and see if they have a 'send a text message' option. Another option is to google the carrier's texting address, and you can send a text as an email.
