Well, it is already legal in Nevada, but if it illegal in your state, the whole state must vote to change the law. Some local jurisdictions have made prostitution a "non-priority", which means they don't try to enforce it.

Yes it is possible. Prostitution is not only decriminalized, but it has been legalized in smaller counties of Nevada. In Nevada, there are legal brothels, where a person can purchase prostitution services legally. This happened much earlier than decriminalization of marijuana, in small amounts, which has occurred in California.
