Is it normal to have sinus congestion after quitting smoking?

How long with this last?

I would say yes due to experience. I stopped smoking in 2002 after 11 years. I had congestion for a while and coughed up lots of phlegm, cleansing I guess.

It's not common after quitting smoking, but the mucus is one way your body rids itself of impurities. See your doctor to make sure it's not an infection.
