The 40% simply means the number of bowel movements the infant is making in comparison to an adults normal bowel movements. It is normal for a infant to only be at 40% since they are on a liquid diet, as opposed to a adults mostly solid diet. Nothing to be alarmed about.

It just means that's how many bowel movements are being made which is about 40%. It's perfectly normal. Infants are mostly on liquid so they have less bowel movements than humans.

There are different reasons why a baby might be born with an intestinal tract that is not fully developed or functioning. In many cases, these kids have colostomies until the colon is mature/developed. A bowel that is functioning at 40% is not "normal;" there is a medical condition.
