Sibling incest is of course dysfunctional and although all members of the family were not directly involved in the incest, it will mentally affect the entire family. Family counseling is necessary and in fact a more intense psychotherapy with a psychologist might be needed to ensure the family stays in tact.

Family counseling is very necessary. The incest victim should receive counseling in order to have a chance at a happy life, and the abuser in order to hopefully prevent reoccurence.

Yes, absolutely without a doubt. There are many things happening that the children may partially understand but they cannot possibly fully understand what it means. And they will never be able to comfortably be around their family if they are not able to express their emotions and have no doubts that their parents accept and love them.
