Blowing bubbles with one tongue can be said a talent but it is done due to fashion to attract some one.

Anything can be considered a talent. Since most people can not blow bubbles with thier tongue, those who can may argue that they have a talent.

Since most people don't blow bubbles with their tongues (at least in public), we can assume that it is a unique characteristic of a person. Talent, however, requires both uniqueness and desirability, such as the talent needed to play the banjo really well. There are probably venues where tongue bubbles are desirable, however probably not many.
