Pneumonia is inflammation and fluid-filling in the lung which can result in inadequate ventilation and oxygenation. This can cause shortness of breath and light-headedness (when the brain lacks enough oxygen).

Being lightheaded could be a symptom of pneumonia, but there has to be other things as well such as fever, coughing, feeling very tired, shallow breathing, nausea, or diarrhea. Pneumonia is basically an infection of the lungs, so there has to be symptoms relating to the lungs for it to be pneumonia.

Being lightheaded is frequently a symptom of an infection and fluctuating oxygen levels in the blood. Pneumonia is caused by inflammation of the lung tissue by infections and so it is perfectly reasonable to suppose lightheadedness is caused by pneumonia. Lightheadedness can also be caused by other things such as low blood pressure or lack of blood sugar.

Being lightheaded can be a symptom of pneumonia if it is causing sepsis and this vasodilation and decreased effective circulating volume. However there is a broad differential and seeing your doctor is a must to figure out why.

It is only a symptom if you currently have chest congestion and have had influenza or a cold virus previously. Pneumonia is when that chest mucus is infected by bacteria.
