I have never heard of as a "swing fork" before. Typically the forks refer to the front end not the rear. However some people may use this terminology.

No, a swingarm is part of a motorcycle's rear suspension. it is coupled with a shock to allow movement of the rear wheel along bumps in the road. A swing fork is most likely an incorrect translation form a different language I would guess.
