These days, stuffed animals from China are very inexpensive, but generally quite safe. Make sure that they do not have parts that can come off and pose a choking hazard. Also, if they were purchased during cold and flu season, wipe down with alcohol before giving it to a baby.

It could be safe for small children, but you must be careful with the materials it is made with. Check the eyes and other small parts of the toy. If they are sewn on and made of fabric, that should be okay, but if it's hard plastic and merely attached, the plastic can come off and be a choking hazard.
