How can I make safe teddy bear eyes?

I want ones that babies cannot choke on.

The best way to make them is to actually use the thread that you're going to use for the mouth to sew on its eyes. Form the eyes with the thread, Basically large filled in circles will do, it'll take longer but there's no chance that a baby or toddler could rip it off and choke.

The safest eyes for stuffed animals are ones that are embroidered onto the fabric face. No fancy stitch is required. It is also possible to use fabric paints or inks to draw on facial features that are quick and effective!

Look for "safety eyes" in the doll section of a craft store. They look like a screw with a plastic washer, and once assembled, they can't be pulled out.
