They can pull you over any time they want to. You have to pay a pretty hefty fee in the state of Connecticut for talking on a cell phone while driving. Though, people tend to ignore it and do it anyway. I would suggest getting a blue tooth headset, that way you won't get pulled over and be safe.

Connecticut law bans the use of a handheld cell phone while driving. If a police officer observes you talking on a cell phone that you are holding in your hand while you are driving, you can be pulled over and cited. The use of a hands-free device like Blue Tooth is allowed.

The only time the police can pull you over for a cell phone, is if you were caught driving while talking on the phone, or if it is causing you to not pay attention to your driving.

Connecticut has a law against using your cell phone in your car while driving, unless you are using a hands free device. Their law is relatively strict and prohibits using the cell phone while driving.

Usually the officer can only pull you over if you have a more serious charge like running a light or has a tail light missing. However if they observe you getting seriously distracted like weaving in and out of traffic and not staying in your lane or tailgating they can pull you over.
