If you allow the dog on you property and have told the owner it is fine then you may have some liability. But overall the ultimate liability will go to the owner.

You are responsible for your dog regardless where he is. If your dog gets loose and hurts another animal or person, you are liable and can be sued. That is why it's a good idea to make sure your animal is contained and supervised at all times.

No you are not. Your property is your personal domain and it is the neighbor's responsiblity to make sure their animal is restrained and not allowed to roam freely.

Your jurisdiction has statutes that require a dog to be leashed or contained, in which case you have no liability, unless you have created a hazard or harm the animal.

Dogs are considered property. If a dog is on your property and is destroying your property, some states allow you to kill said animal if your reasonably believe that dog will injure your person or property. The killing of the dog must be as humane as possible under the circumstances.
