A person's feet have stopped growing when the person has stopped growing. The size is not an indicator of growth potential. This can make buying shoes a guessing game. Only by accurately measuring either the feet or the height of the girl on a frequent basis can you tell whether growth has ceased.

Wearing a size 12 for ladies is already big for a standard woman, however if this is for a growing teenager which could somehow lead up to the transition from late teen to adult hood it may stop to grow. Most cases or most people that have this size would commonly be for athletes or active people.

If a girl wears size 12 shoes her feet have not necessarily stopped growing but that is a pretty big shoe size for a girl.
