The TV is connected to an outside aerial and has a DVD connected to it. The TV is a CRT one and not old. I'm in Australia.

Check your wiring. It is likely that either one of your wires is not plugged in correctly, or you have plugged the wrong wires into your sound connection. This should fix your problems
