Well, that is very tough. First of all, you will need to get some repellent and insect killing sprays which will reduce the number of maggots. Maggots multiply in size, so you might want to act fast or call someone who is a professional in that area who will do the job for you.

You probably have something going on under your carpet. You should tear up the carpet to find the problem. Fix the problem with the sub floor and then throw the carpet out and replace it with new stuff.

I would suggest tearing up all the carpet, then sanitizing the floor underneath with bleach or ammonia. If tearing up the carpet isn't something you can do, then sanitize the carpet by shampooing it with a strong cleaner, then bleaching if possible. You may have to do this several times to get rid of the bugs.

For removing the maggots from the carpet first spray petrol on the carpet and then rub the same with the help of some clothing or pure cotton. After that the help of the vaccuum cleaner could be taken and that would ease the problem of maggots from the carpet surely.

The first thing you need to do is have your house fumagated. This will kill the bugs. Then have your carpets steamed cleaned to get rid of them.
