Don't ever give a verbal resignation. Make sure you have this in writing and explain the reason why you have to resign. Give a copy to Human Resources also.
Yes, you can give a verbal resignation, but it is better to do it on paper because it looks more professional and de-emphasizes the issues between the two of you.
