I am 4-foot-11-inches tall, and I'm under the height for a scholarship. Is this discrimination?

I don't know of any scholarship that discriminates against short people. Even athletic scholarships are not allowed to deny anyone. You have to qualify and be the best person for that scholarship but if you are skilled in let's say golf or bowling you may get one. There are also academic ones and many more you may qualify for.

Scholarships are awarded for various reasons. You are thinking of educational opportunites under the American's with Disabilities Act. For the ADA you have to have a stature of under four feet, ten inches to qualify. Even then this is a grant and not a scholarship. Is your height natural or due to a gentic disease? That would make a difference.

There should not be a height requirement for a scholarship. If you were denied one on this basis, consult an attorney.

Probably not if it's a private scholarship. Organizations can offer scholarships based on traits and/or behaviors deemed "worthy". There are some really obscure scholarships available!

This would depend on whether there was a reason for the height requirement for the scholarship. If the scholarship is for basketball, then no it is not discrimination.

A scholarship can specify what ever conditions they want on the awarding of scholarships. Many scholarships are limited to one gender or race, which is illegal in employment or service providers. If it is an athletic scholarship, then the height requirement is actually reasonable for the performance expected of the recipient.
