You need to state the nature of the encroachment and explain why it is illegal. Offer suggestions as to what can be done about it. If you want it gone, you have be direct in requesting the removal. Also provide your contact information so they can reach you.

If the encroachment is minor, physically or monetarily, then simply try to talk to the other party. Sometimes these things can be simply resolved. If the encroachment is of major monetary value or a good deal of property is involved, then you should go through an attorney to make sure proper paperwork is submitted in the time frames needed.

State the nature of the encroachment, why it is illegal, and what they can do to remove it. If you want it gone, you have to say so. Also define when you can be reached to discuss it and actions you may take if they don't remove it.

Include details showing that there is an encroachment and make the request for removal. Send the letter registered mail requiring the recipient to sign.
