You will need a Philip head screw driver to remove the old seal. Clean that place up and replace it with the new seal you have got. You can buy these easily online.

You will need a new seal that you can purchase online or in various retail car stores. You will then need to remove the old seal with a phillp head screwdriver. Then you will take and clean the seal and then you will place the new seal over the cap and push down as needed.

You will need to pry the old seal on the from the tank. You can use a screw driver as long as you do not crack the old seal as you are using to attach the new seal. You will need to place the new seal and then with the old seal place over it and seal to place.
