How should teachers deal with disruptive students?

My son tells me that his teacher just ignore it, which doesn't help at all.

Discipline the disruptive student ONLY with their authority. Most teachers who deal with exceptionally disruptive students tend to make the class suffer as a whole even if there's only one person making teaching difficult.

It would be good for the teacher to have a positive source or way for the student to share what he has to say without being disruptive.
