In order to dispose of CD's you should take them to a recycling plant or store that recycles them. Stores like Staples have canisters that are sponsored by the Sierra Club, and they take the CD's and other broken electronics and dispose of them in an environmentally friendly way.

If you have only one to two CDs, I would break them into smaller pieces with a hammer and then throw them away. If the amount is higher than two, Home Depot, Wal-mart, and similar stores carry shredders that will do the job for you. I would shred CDs if possible rather than smashing them.

If a CD contains personal information, then you should make sure that the information can not be retrieved from the disk. To do this, you must damage the CD. You can break the CD into pieces with your hands, scratch the surface with sandpaper, or microwave the disc. Be careful when breaking CDs though, as they are sharp.

just scratch the label side down to the plastic so it damages the film on which the data is stored.
