While the laws regarding the transport of children are specific, they can be a bit confusing. Here is a example. Some states normally, 7 year old require booster seats (they are necessary until the age of 12, unless the child is at least 135cm tall)

It depends upon the state in which you reside. Physical size has a lot to do with the required size of a child. Check local laws before driving.

It doesn't depend on the age of a passenger but on their height and weight. For instance if a 5 year old is large enough, it is safe.
