How to you determine how much snow will equal one inch of rain?

In general one inch of rain is equal to seven inches of snow. This does not take into account blowing or drifting snow.

Roughly speaking, it takes 15 inches of dry, powder snow to equal one inch of rain. However, if it is heavy, wet snow, only 5 inches of snow equal one inch of rain. So, the average between the two leads to the accepted average of 10 inches of snow equals one inch of rain.
