This type of material does block some of the suns rays but it will not completely block UV rays which are the harmful rays that can cause skin cancer and sun burns. Dark material will also hold heat longer and can cause temperature rises.
The pool cage cover will actually provide really good protection from the sun. With the black material it'll dim the suns light were you'll be protected.
