The optimum fuel pressure value on a 95 Buick Riviera should be between 48 PSI and 55 PSI (or between 333 kPa and 376 kPa.) Cleaning the fuel pressure regulator will give you a few extra PSI if your value is low.

With the key switched on and the A/C system in the off position there should be about 41 to 47 psi. Make sure that there are no leaks also or the pressure might drop.

Most mechanical experts would consider this a semi-difficult endeavor, it's best to consult either a licensed auto-mechanic or contact your dealership before making these level of repairs. In general i would say no more than about 35 lbs of pressure.

Most and I say most vehicles produced in the 90's and most of today's model's require at least 75 psi. I say this is a general requirement on all fuel injected vehicles. The best answer I can give you would be to talk to an auto mechanic about the correct fuel pressure.
