Can I use one to fix a pothole in my street? The city hasn't done it for a year.

I think this is not a good idea. Street has a different surface but You can just cover the hole using concrete for winter time. Just temporally fixing the problem.

A bag of concrete costs around eight bucks. I dont thik you are allowed to fix it, thats the cities job, but you could try.
