According to the British government, roughly 600,000 people spoke Welsh in Wales as of 2004. There are probably another 150,000 or so who speak it in England, Argentina, and other countries, for a total of about 750,000.
According to the Welsh Language Board, the most recent statistics (from the 2001 census) show that 582,368 people aged 3 or above are able to speak Welsh, which equates to 20. 8% of the population of the country. Although Welsh-speakers exist outside of Wales, it is difficult to accurately assess their numbers and capability.
