People from Latin American or Spanish speaking descent. People from Latin American origin who now reside in America are refered to as Latin American.

Latin people tend to be people from Mexico or Central America, etc. Although people speak Spanish in Spain, they are not considered Latino.

No, not everyone that speaks Spanish is Latino. There are a lot of Americans that speak Spanish. This term is meant for people of Latin descent.
