I would have to say you need to cook the brisket for at least 6-8 hours and until tender. Just ad some water and if you like and some sauces if desired to give it some extra flavor while it cooks it will take in all this and become moist.

You can cook a 4.5 pound brisket on high for at least 5 hours. The meat will fall apart if you cook it for much longer than that on high.
