How is a family defined as dysfunctional?

Yes all families are dysfunctional to some degree. I feel that to classify a family as technically dysfunctional, I would have to think that it would include constant instances of hurtfull or damaging behavior that threatens to tear apart the family unit. This would include all members of the imediate family some being active others inabeling.

Almost all families are mildly dysfunctional. A family would be defined as significantly dysfunctional, however, if it causes its members to lose functionality outside of the household.
