How does the foreign exchange system work?

In my experience, the process starts with an application by the student to show interest in being an exchange student. After that, there are interviews with the staff of the study abroad company/office to see if the student will be able to handle living overseas. Finally, the host institution will require some proof that the student has financial support.

They don't just "select" random students. Usually you have to find a company that does study abroad or a foreign exchange program and look into their policies.
