Most cellphones can transfer both voice and data traffic now, so by connecting to your computer via bluetooth (shortrange wireless) or USB (wired connection) the data can be relayed to the internet via the phones data connection.

Most cell phones now have wireless built in that is able to detect the signal from a modem instead of using a 3 or 4 G network.

Well cell phones connect the same way internet works. It's all through a network and in this case it's a network of towers. Cell phone companies have towers all around that allow you to connect your device and send a signal to other parts of the world. That is what they call reception.
