It's an incredibly deep and complex package that can take years to learn. I advise starting off with an introductory book and some gentle tutorials to start developing your skills.

Adobe Photoshop is a very easy program to learn to use, and a very hard program to learn to master. A simple question like yours cannot be answered in any decent amount of words, which I am required to stick to. Your best bed is to get the program, fool around with it, and find a user's guide.
