How do you unlock a region in Pokemon?

Usually Pokemon games are only set in one region but in Heart Gold and Soul Silver for instance you can unlock the Kanto region by collecting all 8 gym badges and defeat the Elite Four

U can't unlock any region in a pokemon game. There only only a select view where u can travel to another region. POkemon HeartGold and Soulsilver let u travel to the kanto region once u have all jhoto badges and defeated the Elite Four. Other than that u can't in any otehr game>
