Decide how long you want the shorts to be. Add an extra inch of length to that, for the hem, and mark it. Cut the bottoms off. Turn the pants inside out; fold the bottom up, iron, and hem.
You cut off the legs leaving at least 1 1/2 inches longer then you would like the shorts to be. If I'm not mistaken you want the shorts to be just above the knee. Measure 1 1/2 inches longer to hem. Fold over 3/4 in. and fold again to hem.
If you cut your pants below the knee but above the calf, the would be bermuda short length. If you cut jeans you would be able to allow the bottom to frey and it will have the distressed look. You could also hem the bottom for a cleaner look.
Bermuda shorts are a longer length type of short. Take full lenght pants and cut them to right above the knee, if you do not intend to make a cuff for the shorts.

Take an old pair of Bermuda shorts and measure the length of the legs, don't forget to include 3 inches for the seam. Hem the pants with the 3 inch allowance and your get to go.
If you want them to permanently become bermuda shorts, you can cut the rest of the fabric off, make sure you do this correctly, if not, just roll them up.
