This is something that you cannot handle yourself. Take him to a vet and they will give him a bath with medicated soap and treat the mange. He might have to stay their overnight. Handle him with gloves.

Take your dog to the Vet to make sure that the mange hasn't damaged anything down there. He should be bathed with flea and tick shampoo several times a week. You need to spray your home with Flea and Tick Spray since the mange can jump from surfaces.
