The key is repetition. They are very smart, high energy dogs and looking to please the owner. But beware, they might take training as playing. That is aggravating.
Training a rat terrier should begin when they are a young pup. Repeat following commands first. Teach them with a routine which should include a schedule for eating, walking, sleeping and exercise.
