You can take a voltage meter and test the ohms and voltage by attaching the device to the interior part of the bulb socket.

The only way to effectively test whether a projector lamp works or not is to install it into the projector. Be careful not to touch the glass over the bulb or the bulb itself as the oil on your fingers will cause it to superheat the glass and lose overall life.

Projector lamps are an extremely complex technology and unfortunately is impossible to test with any common home electronic equipment. Specific testing machines are needed in order to test one.

First, plug it into an outlet other than the one in which it is not working. If it works, then you're good. If not, try replacing the bulb.
