While this may seem somewhat cruel, as long as you aren't unnecessarily rough on the cat, do this. Next time take the cat by the scruff of the neck, rub its nose in the urine, and immediately place the cat in its litter box. Two or three times of this, the cat will figure out that the box is safer.

Your cat is displaying either stress or a lack of attention. Give her more attention and make sure she doesn't have stress. If you eliminate stress and pay attention to her and she still does this, you may want to take her to the vet to determine that she isn't ill.
