How do you splice your water heater wiring with low voltage wiring?

Anything to do with household electrical wiring can be very dangerous. The best bet is to hire a professional electrician that would be able to do the job. Doing a job like this and not knowing what you are doing can do a lot more harm than good.

If I understand the question correctly you are wanting 120 volts. To obtain this you only need to splice one of the two hot wires feeding the water heater and then the neutral and ground. The two hot wires together make up the 220 voltage feeding the water heater. They should be red and black if wired correctly.
