Lay a tarp. Use a medium grit sandpaper to remove some of the old color and any old varnish. Finish with fine grit, then stain, rub off the color, seal.

First I would lay down plenty of covering so you drip on the covering not the floor. Then I would use a rag not a brush to put on the stain. The rag you will have more control over. Put in on going with the grain. If its too light repeat the step until you get the color you want.

There may be some steps you will have to take to prepare the stair railing. Using a similar color will not have require as much prep work. You don't mention if you need to resand the railing or not; however, if it railing has splinters, etc. , you will want to do hat first. Gel stains are wonderfully easy to use.

The most important thing is to clean it really well first. Constant handling makes hand rails very dark. Then select a tinted polyurethane - stain and top coat in one!
