Catalytic converter cannot be "reset". They a solid filter type apparatus welded into the exhaust system. It has a fine honeycomb mesh made of specific metal that help to filter exhaust gas and keep them out of the air. It has no moving parts.

If you are referring the the check engine light which is triggered by the converter, then you will have to have an auto service shop reset it for you. I would make sure that the converter is working fine and there are no leaks (or that it hasn't been stolen altogether) first then try to restart the car.

A catalytic converter is not something that can be reset. It is built into your exhaust system. They go bad by being clogged from exhaust waste and are no good.
