There really isn't a steering wheel on a bike. The handlebars are easy to replace. There is an opening in the front of the frame and you need to insert the handlebar column there and tighten using a wrench. Then you need to re-connect the brake cables.
On most bikes you would use a tork wrench to loosen the bolt holding the steering column/wheel. After you adjust the wheel you would securely fasten and tighten with tork.
