Generally a sagging deck is the cause of lack of structural support underneath your decking material. This can only be fixed by adding more structural support where the buckle is occurring- however, depending on your decking material you may need to just remove the decking and replace it.

A sagging deck is frequently caused by the supporting members of the deck rotting or otherwise giving out under the weight of the deck. First examine all supporting members carefully, identifying rotted or broken ones. Then remove and replace or shore up these failing members. Proceed with caution, as the deck may collapse while you work.
