Build temporary supports to hold the deck 3' away from both sides of the existing footer. Remove the supports that are holding the deck from the old footer. Now you should have the room to work on replacing the footer while the deck is supported.

Brace or jack up your existing deck to support it before you remove the old posts. You need digging implements, water, new posts, and cement or concrete mix. Building codes vary from region to region. Dig holes to required depth, set new posts, add concrete mix, fill remaining hole with dirt.
