Well unless you completely remove the rust then it will come back. You will need to make a patch panel for the area and cut out the old metal. Then weld in the new piece and smooth it down.
You must first clean the area by removing loose metal. Then sand smooth. Screen area t0 support filler from falling through the hole. Apply filler. Let dry,then sand smooth.
