Brush off any dirt or grime from the plug. Drill out the old plug. Then acquire a tap and die set and slowly re-tap the existing hole.

You want to hold the bolt with the wrench, then hammer the bolt just enough to smash the bolt. Turn the bolt back and forth, So then, take the hammmer to the wrench and I think it will loosen the bolt so you can get the plug out. Then just use the vice grips to pull the bolt out.

Well it shouldn't have a corrosion issue so oiling it won't help. I would maybe just add more leverage. A long breaker bar might do the trick. Just using a side sided socket and apply steady even pressure so you don't snap the bolt off.

Depending on the length of time it's been there, it could take some time. I would say to dig/cut it out with a tiny pair of wire-cutters. The size would be perfect to get in and into the the pan plug.

Apply some penetrating oil to the bolt and let it sit. Then try to slowly break it free. You can also try removing it while the engine is warm.

The best thing to do is have someone who can weld and weld a socket to the stuck plug and it should come out with one turn. I had the same thing happen and that is what I did.
